I inserted a Positioned Container to hold the tiger image, the rain drops and the frame around the tiger.  I looked at the size of the frame graphic and used those dimensions for the container size.  Remember to layer your graphics in the order you want them to appear.  I inserted the tiger, then the rain, and finally the frame.

When inserting the background for the raindrops into the container, be sure to check the box that says "Layer with other objects" under Advance Options or the raindrops won't show up.

I wanted to add a scrolling claw image to frame the tiger on each side.  To control the length of these positioned scrolls, I inserted them into a positioned container where I could set the size and location for the scrolls.
